CPCCCM2008 — Erect and dismantle restricted height scaffolding

This unit covers planning, erecting, inspecting, altering and dismantling modular scaffolding up to 4 metres — the height range you can work in without a high-risk work scaffolding licence. Get it right and every trade on site gets a safe, compliant platform; get it wrong and you are looking at falls, falling objects and collapse — some of the biggest killers in Australian construction.

The build order the diagram draws in is the order you erect in: footing → frame → deck → fall and edge protection → access. Orange = fall and edge protection.

1Plan the job (up to 4 m)

Read the task and site information first — diagrams and sketches, engineering design and manufacturers' specifications, work schedules and site rules — then confirm your understanding with the supervisor and the crews who will use the scaffold. Ask questions until it's clear.
Identify legislative and environmental requirements and build them into the plan: the WHS laws and regulations as applied in your state or territory, relevant codes of practice, and site environmental controls such as dust, noise, waste and stormwater protection.
Pull hazards, controls and equipment from the JSA and SWMS: overhead electrical lines, ground conditions, falling objects, public and traffic interfaces, manual handling.
Calculate the scaffolding and material requirements: standards, ledgers, transoms, braces, decks, guardrails, toeboards, base plates, sole boards and ladder — enough of everything so nobody improvises mid-build.
Work out expected loading using load tables: the duty rating needed, the number of working platforms, and whether the ground or supporting structure can carry the total load.
Map site access and egress routes — how materials come in, how the crew gets in and out, where ladder access will sit, and how emergency exit paths stay clear.
Pull it together as a plan that meets workplace requirements: sequence, exclusion zones and who does what.

2Prepare to erect

Controls go in before the first standard goes up: safety signs, barricades and exclusion zones around the work area, and the PPE the SWMS calls for — hard hat, safety boots, gloves, hi-vis, eye protection.
Select and check plant, tools and equipment for serviceability — scaffold key or podger, spirit level, tape. Rectify minor faults; tag out and report anything you can't fix.
Move and stage materials using safe handling techniques — team lifts, mechanical aids where available, components stacked close to the build without blocking access or egress routes.
Inspect every component before it goes in the structure: bent or dented standards, damaged joints and locks, cracked welds, corrosion, split or delaminated decks. Label and quarantine rejects — repair only where the manufacturer allows it.

3Erect the scaffold

Establish the footing to the Australian Standard for scaffolding: a firm, level, well-drained base; a base plate under every standard; sole boards to spread the load on soft or doubtful ground; adjustable jacks kept within their limits. Never loose bricks, blocks or scrap as packing.
Build to the regulations, the planned controls in the SWMS, safe work practice and the manufacturer's specifications for your modular system — components from one system, assembled the way the manual says.
Keep it level and plumb as each lift goes up — check with a level, adjust at the jacks, fit bracing as specified.
Deck platforms fully and install fall and edge protection: top guardrail, midrail and toeboards on every open side and end.
Fix ladder access securely, extending roughly a metre above the landing — and never climb the frame itself.

Assessment benchmark: you must erect and dismantle one modular scaffolding system up to 4 metres — three bays including one with a return, one lift with ladder access, and fall and edge protection fitted.

4Inspect, repair and alter

Inspect the critical structural and safety areas for damage, corrosion and wear: footings and jacks, standards and joints, locks and wedges, welds, decks, guardrails and any ties.
Check current use against the equipment's design: is the scaffold being used within its duty rating and for the type of work it was built for? No overloading, no unauthorised additions.
Review the scaffold against the original plan — are any changes or modifications you see ones that were actually scheduled, or has someone altered it without authority?
Carry out alterations or repairs properly: isolate the area while you work, keep protection in place, and reinstate every guardrail, deck and toeboard before the scaffold goes back into service.
Record it: complete the inspection log and do a formal handover. An unrecorded inspection may as well never have happened.

5Dismantle and clean up

Dismantle in the reverse order of erection — top down. Fall protection stays in place as long as practicable, and components are passed or lowered by hand, never dropped.
Barricade the drop zone and keep other workers and the public out while gear comes down.
Clear the work area: sort components for re-use, recycle what can be recycled, and dispose of waste in line with legislation, regulations, codes of practice and the task specification.
Clean, check and maintain plant, tools and equipment, then store everything to the manufacturer's specifications and workplace requirements — tagging and reporting any faults found along the way.

★Know this cold

The 4-metre line. This unit covers scaffolding where a person or object cannot fall more than 4 metres. Above that is licensed high-risk scaffolding work — the licence threshold changes at 4 m, the safety law never does.
SWMS territory. Erecting scaffold where someone could fall more than 2 metres is high-risk construction work — a SWMS must be in place, understood and followed, alongside the JSA.
The document set you must be able to read: diagrams and sketches, engineering design and manufacturers' specifications, safety data sheets (SDSs), the WHS legislation and regulations that apply to restricted height scaffolding, and the relevant Australian Standards.
The controls toolkit: signage and barricades; verbal, written and graphical instructions; work schedules, plans and specifications; material and loading calculations; planned access and egress routes.
Load logic: duty ratings come from load tables — and the ground or supporting structure must carry the scaffold's self-weight plus every loaded platform.
The hands-on processes: checking tools and rectifying or reporting faults; establishing compliant footings; erecting and dismantling to the rules and the manufacturer's specs; inspecting for damage, corrosion and wear; checking use matches equipment type; cleaning, maintaining and storing gear.

!Where people slip up

"It's under 4 metres, so the scaffolding rules don't apply."

Only the high-risk work licence threshold sits at 4 m. WHS duties, the SWMS requirement and the Australian Standard apply at any height — a 3 m fall can kill you just as dead.

Improvised footings — bricks, blocks or scrap timber packed under standards.

Loose packing fails without warning. Base plates under every standard, sole boards on soft or doubtful ground, and adjustable jacks kept within their limits — that's the Standard, every time.

Stripping the guardrails first to "speed up" the dismantle.

Dismantling is erection in reverse: fall protection is the last thing removed at each level, not the first — and components are lowered, never dropped.

"That plank's a bit split, but it'll do one more job."

Damaged components never get a last run. Label it, quarantine it, and reject or repair it only as the manufacturer allows.

Skipping the inspection log because "everyone saw me check it".

If the inspection and handover aren't recorded, there's no evidence the scaffold was safe to use. Complete the log and hand over formally, every time.

Bay: The section of scaffold between two adjacent pairs of standards along its length.
Lift: The vertical distance between ledger levels — one "storey" of the scaffold.
Standard: The vertical structural member carrying load down to the footing.
Ledger: The horizontal member running along the scaffold's length, tying standards together.
Transom: The horizontal member across the scaffold's width that supports the deck.
Return: A section of scaffold that turns a corner around the structure.
Sole board: A timber board or plate that spreads a standard's load over the ground.
Base plate: The steel plate at the foot of a standard, distributing load to the sole board or ground.
Guardrail / midrail: The top and middle rails of edge protection on every open side and end.
Toeboard: The upstand at the deck edge that stops tools and materials being kicked off.
Duty rating: The light / medium / heavy load classification per platform per bay, taken from load tables.
Modular scaffold: A system scaffold with fixed connection points, assembled to the manufacturer's specifications.
