Identify construction work hazards & select risk control strategies

This unit is about spotting hazards on a construction site before they hurt someone, working out how serious each risk is, and choosing controls that genuinely reduce it — recorded on a JSA for general work and a SWMS for high-risk work. It matters because these documents are how a crew agrees, in writing, on how a job will be done safely — and WHS law requires a SWMS before any high-risk construction work begins.

1Plan and prepare — before you touch a tool

Review the job, the site and the rules first. Understand the task, walk the work site, and check the compliance requirements that apply — WHS legislation and regulations, relevant codes of practice, site rules and any environmental or council conditions. Know what “done safely and legally” looks like before you plan anything.
Select PPE for each part of the task, not one generic kit for the whole job. Cutting concrete calls for different protection (respirator, hearing, eye protection) than carrying formwork (gloves, safety boots). Check every item fits, is in good condition, and that you wear it correctly.
Inspect the site and pick out the hazards relevant to your task. Look up (overhead powerlines, loads and falling objects), down (trenches, penetrations, uneven ground), around (mobile plant, other trades, the public) and at the task itself (tools, materials, manual handling, noise, dust).
Determine and record the level of risk for every hazard — how likely is harm, and how severe would it be — usually with a risk matrix. Write it down: an assessment that lives only in your head doesn’t exist as far as compliance is concerned.

2Prepare and implement a JSA

Start with the law and the template. Check what WHS legislation expects of a job safety analysis, then use the approved template your company or site provides.
Break the job into logical steps in the order you’ll do them. For each step, record the tools, equipment, plant and materials you’ll use — the hazards live in those details.
For each step, identify site and task hazards and rate the risk level, and record them on the JSA against that step.
Choose controls with the hierarchy of controls — start at elimination and only work down when a higher level isn’t reasonably practicable. Discuss and confirm your controls with relevant personnel (supervisor, leading hand, crew, health and safety representative), then record them.
Review it on site, immediately before starting. Weather, deliveries and other trades change things. Talk the JSA through with the crew: confirm it still applies, or amend it before any work begins.
Store the JSA securely on site in line with compliance requirements — available for the length of the job and for anyone who needs to inspect it.

The hierarchy of controls

Work from the top down. The higher the control sits, the less it depends on people getting everything right. Tap a level, or step through them.

Only drop to the next level when the one above isn’t reasonably practicable — and PPE always works with higher-order controls, never instead of them.

3Prepare and implement a SWMS for high-risk work

A SWMS is not just a bigger JSA. WHS law requires a safe work method statement before any high-risk construction work starts — for example, work where a person could fall more than 2 metres, excavation deeper than 1.5 metres, demolition, disturbing asbestos, work on or near energised electrical installations, confined spaces, or work near traffic or mobile plant.

Review what WHS legislation requires of a SWMS — its content, who prepares it, and the duty to consult.
Determine site conditions and job requirements: access, ground conditions, weather, services, and any other work happening nearby.
Determine and record the high-risk hazards that apply to the site and the task before you break the work down.
Break the task into logical steps, recording the tools, equipment and materials for each step on the SWMS.
For each step, identify the high-risk hazards and their risk levels, and record them against that step.
Apply the hierarchy of controls to every high-risk hazard in every step. Discuss and confirm the controls with relevant personnel, then record them on the SWMS.
Review the site and the SWMS immediately before starting. Confirm it still applies, or amend it with the crew. The work must be carried out in accordance with the SWMS — if it can’t be, stop and revise.
Store the SWMS securely on site, readily accessible in line with compliance requirements, until the high-risk work is complete.

★Know this cold

The framework that guides you: the model WHS legislation, the Model Code of Practice: Construction Work and other codes of practice, Australian Standards, the National Construction Code, and industry guidelines. These tell you what hazards to look for and which controls are acceptable.
What a JSA or SWMS must reflect: environmental requirements, public health and safety, WHS requirements including safe operating procedures, information from safety data sheets (SDS), and other work going on near your work area.
Common hazards and incident causes on site: falls from height, falling objects, contact with mobile plant, electricity, manual handling injuries, noise, dusts including silica, hazardous substances, and slips and trips from poor housekeeping — plus the near misses that too often go unreported.
Compliance for the task and site: inductions, licences and permits (hot work, confined space), notifications, signage, and site-specific rules — know which ones apply before work is planned.
Tools and equipment: safe handling and operation of the hand and power tools for the task — guards in place, sound leads with RCD protection, current inspection and test tags, and use per the manufacturer’s instructions.
SDS in practice: a safety data sheet tells you a material’s hazards, safe handling and storage, required PPE and first aid. Check the SDS before working with any material that’s new to you, and carry its requirements into the JSA or SWMS.
The risk management cycle: identify → assess (likelihood × consequence, using a risk matrix) → control (hierarchy of controls) → review. Consultation with the people doing the work runs through every stage.
Methods and materials carry inherent risks: concrete work (silica dust, cement burns, pump and agitator plant), timber framing (nail guns, off-cuts), steel erection (crane lifts, hot work), demolition (structural collapse, asbestos). Match your hazard hunt to the method in front of you.
Site terminology: know the meaning of terms like exclusion zone, penetration, hot work, spotter, tag out and HRCW — you can’t write or read a safety document fluently without them.

!Where people slip up

Jumping straight to PPE.Correction: PPE is the bottom of the hierarchy — the last line of defence. Ask “can we eliminate, substitute, isolate or engineer this out?” first. PPE supplements higher-order controls; it never replaces them.

Writing the JSA or SWMS at the desk and never looking at it again.Correction: both documents must be reviewed on site, with the crew, immediately before work starts — and amended whenever conditions change.

Treating a JSA and a SWMS as the same document.Correction: a JSA covers general tasks; a SWMS is legally required for high-risk construction work, with its own content, consultation and on-site storage requirements.

Filling in the paperwork solo.Correction: consultation is part of the job. Controls must be discussed and confirmed with relevant personnel — the supervisor, the crew doing the work, and the HSR where there is one.

Rating every hazard “low” so the job can start.Correction: rate likelihood and consequence honestly on the matrix. The rating drives how much control effort is required — gaming it defeats the whole process.

Hazard: Anything with the potential to cause harm — a thing, a substance, a condition or a way of working.
Risk: The chance that a hazard actually causes harm, combined with how severe that harm would be.
Risk matrix: A grid of likelihood against consequence used to rate a risk (for example low, medium, high, extreme).
JSA (job safety analysis): A step-by-step breakdown of a job task recording the hazards, risk levels and controls for each step.
SWMS (safe work method statement): The document WHS law requires before high-risk construction work: the HRCW involved, its hazards and risks, and the controls that will be used.
High-risk construction work (HRCW): Categories of construction work defined in the WHS Regulations — such as falls over 2 m, deep excavation, demolition, asbestos and work near energised electrical installations — that trigger the SWMS requirement.

Toolbox talk: A short on-site safety briefing — a natural place to discuss and confirm the JSA or SWMS with the crew.
Exclusion zone: A marked area people must stay out of — a common isolation control around plant, lifts and drop zones.
